Japan’s Earthquake: Learning from Megadisasters

We are a little more than 18 months since the Great Japan Earthquake and Tsunami of 2011 - and while much progress has been made - much work still remains ahead to safely secure the damaged nuclear reactors, and to rebuild shattered lives and communities.

 

The events of March 11th, 2011 were far more complex and devastating than any emergency plan had previously considered;  A 9.0 earthquake spawning a massive tsunami, that would not only demolish coastal towns killing thousands, but would heavily damage nuclear power facilities as well.

 

While the term megadisaster is often bandied about, in this instance, it is an appropriate description. 

 

Via Reliefweb, we’ve the first phase of a joint project by the GFDRR, the Government of Japan, and the World Bank that should be of particular interest to emergency management officials and planners around the world:

WHO Report On Radiation Exposure From Fukushima Reactor Accident

Today, a little more than a year after Japan’s catastrophic earthquake and tsunami, the World Health Organization has released a 120 page preliminary assessment of radiation exposure from the crippled nuclear plants in Fukushima Japan.

The earthquake and tsunami in Japan on 11 March 2011 led to releases of radioactive material into the environment from the Fukushima Daiichi nuclear site. This report describes a preliminary estimate of radiation doses to the public resulting from this accident. These doses are assessed for different age groups in locations around the world, using assumptions described in the report.

 

The dose assessment forms one part of the overall health risk assessment being carried out by WHO of the global impact of the accident at the Fukushima Daiichi nuclear power plant. The health risk assessment is the subject of a separate WHO report which will be published in Summer 2012.

From the FAQ page, we get the bottom line, and for just about everyone living outside of Fukushima and neighboring prefectures, the news is very reassuring.

 

Q5. What does the report conclude?

It can be concluded that the estimated effective doses outside Japan from the Fukushima Daiichi NPP accident are below (and often far below) dose levels regarded as being very small by the international radiological protection community. Low effective doses are also estimated in much of Japan.

 

In the Fukushima prefecture and in neighbouring prefectures the effective doses are estimated to be below 10 mSv, which can be considered within the order of magnitude of the natural radiation background, except in two locations. In these two locations in the most affected part of Fukushima prefecture, the effective doses were estimated to be within a dose band of 10–50 mSv. Please see table 3 for more data on effective doses, and table 8 for comparative effective dose levels in different contexts.

 

This report focuses on effective dose as an appropriate measure given that it takes into account both internal and external exposures. In addition, the report includes information about thyroid doses because of this organ’s capacity for iodine concentration.

 

It is important to note that effective doses and thyroid doses are two different quantities that cannot be compared. Thyroid doses are organ-specific equivalent doses. See table 4 for data on specific exposure to thyroid doses.

 

 

As far as the short and long term health-risk due to exposure to radioactivity, a report is expected from the WHO later this summer.

Japan: Quake/Tsunami Risks Greater Than Previously Thought

We’ve two seismic studies announced today in Japan - one regarding Tokyo’s vulnerability to a major earthquake and the other on the tsunami risk that would result from an offshore earthquake in the Nankai Trough.

 

Both substantially escalate the amount of damage that could be expected over previous estimates.

 

First stop, the Nankai quake scenario, as reported by the Japan Times.

Wide swaths of the Pacific coastline stretching from Honshu to Kyushu may be hit by tsunami over 20 meters high if a newly feared megaquake occurs in the Nankai Trough, a Cabinet Office panel warned Saturday.

Kuroshio, Kochi Prefecture could see a tsunami up to 34.4 meters (112 feet, or as high as a 10 story building), while parts of Shizuoka, Kochi and Miyazaki prefectures could see tidal waves of 10 to 20 meters.

 

Such an earthquake could send tsunami waves towards other Pacific shorelines, as well.

 

The second announcement comes from Japan’s Ministry of Education, Culture, Sports, Science and Technology (MEXT) which has determined that the fault line lying under Tokyo is shallower than previously thought, and capable of producing more damage than had been earlier estimated.

TOKYO, March 31 (Reuters) - The impact on Tokyo from a major quake could be much more devastating than the government has predicted, a new study shows.

 

The study by the Ministry of Education, Culture, Sports, Science and Technology comes just over a year after one of the biggest tremors on record struck Japan'se northeast coast, triggering a massive tsunami and the world's worst nuclear crisis in 25 years.

You may recall that a couple of months ago (see Academics Debate Odds Of Tokyo Earthquake) we saw a report indicating that some scientists believe that the odds of a major earthquake striking Tokyo (previously estimated at 70% within 30 years) are overly optimistic, and that there is a 70% chance of a major Tokyo quake in the next four years.

 

And last year, in Divining Japan’s Seismic Future, I wrote about the most widely anticipated seismic event for Japan - the Tokai Earthquake – expected to be an 8+ magnitude, and forecast to occur between the Bay of Suruga and Cape Omasezaki in Shizuoka Prefecture sometime in the near future.

Major earthquakes have occurred in this region every 100-150 years, with the most recent recorded in 1498, 1605, 1707 and 1854.

 

That puts the Tokai region 157 years since their last major quake, and in the estimation of Dr Kiyoo Mogi – Japan’s leading seismologist – well overdue for another.   In 1969, Dr Mogi began warning that the Tokai area was particularly vulnerable, and today the area is monitored continually by the JMA.

 

Which is why the Prime Minister of Japan called upon Chubu Electric to shut down its No. 4 and No. 5 reactors at the Hamaoka nuclear plant last May, located roughly 200 km south-west of Tokyo.

 


While all of this is of greatest concern to those living in Japan, a major earthquake in one of the great cities of the world would not only be a horrendous human tragedy, it could cause economic repercussions around the globe.

 

In two blogs from last year we looked at the possible ripple effects of `Global Shocks’.

 

Last December in DFID: World Unprepared For Future Shocks  the UK’s DFID (Department for International Development) warned that with global economies in turmoil, and recessionary fears continuing to spread, finding money for many relief, humanitarian, or other worthwhile projects becomes more difficult.

 

And last July, in (OECD Report: Future Global Shocks), where we looked at a 139 page report  released by the OECD (The Organisation for Economic Co-operation and Development) that warned - as the world becomes more interconnected and interdependent - that `Global Shocks’ to the world economy become more likely.

 

In the report, they define a Global Shock as: a rapid onset event with severely disruptive consequences covering at least two continents.

They write:

Extremely disruptive events, such as earthquakes, volcanoes, financial crises and political revolutions destabilize critical systems of supply, producing economic spillovers that reach far beyond
their geographical point of origin.

 

While such extreme events have been relatively rare in the past, they seem poised to occur with greater frequency in the future. Global interconnections accompanying economic integration enable some risks to propagate rapidly around the world.

 

 

The bottom line here is that the world is now so interconnected – that while most disasters are localized - their economic and societal impacts can be felt thousands of miles away and can persist for months.

 

Of course Japan doesn’t have the market cornered when it comes to disasters; the United States, Europe, and the rest of the world are all capable of producing equally disruptive global shocks.  

 

Ultimately, a nation’s resilience in the face of a major crisis –whether it be local or global - comes from the bottom up, not from the top down.

 

Which is why agencies, like the ones below, urge greater individual, family, and community preparedness.

Japan Rattled By Series Of Quakes

A strong aftershock (magnitude 6.8) struck off Northern Japan’s east coast late Wednesday afternoon (local time), resulting in minor tidal changes along the coast.


In the hours since then, there have been several moderate aftershocks.

In the past few minutes another strong earthquake was reported very near the capital, Tokyo. Japan’s Meteorological Agency has classified it with a 6.1 preliminary magnitude, but that may be adjusted.

 

 

There are no reports of damage as yet.

Japan - still trying to recover from the devastating earthquake/tsunami/nuclear disaster of March 11th, 2011 -  knows all too well that they live in a seismically active nation.

Academics Debate Odds Of Tokyo Earthquake

Just before noon on September 1, 1923 a massive - and by all reports long-duration - 7.9 magnitude earthquake struck beneath Sagami Bay devastating Tokyo, the port city of Yokohama, and several nearby prefectures.

 

The timing of the quake, at lunchtime, meant many people were cooking when it struck, and that – combined with winds from an offshore typhoon – contributed to the firestorm that swept Tokyo.

 

Estimates vary, but more than 100,000 people are believed to have perished.

 

Since 1960, September 1st has been designated as an annual "Disaster Prevention Day" in Japan.

 

With the horrific events from last year’s Tohoku 9.0 earthquake, tsunami, and resultant nuclear crisis still fresh, the prospect of Japan enduring another great quake continues to haunt.

 

The Japanese government has stated that there is a 70% of a strong earthquake striking the capital over the next 30 years, but some academics see the threat as being much closer in time.

 

Over the past year, seismologists have detected an increase in the number of small quakes in and around the nation’s capital. A scenario not unlike what was seen in the lead up to last year’s massive quake.

Today, the news wires are filled with stories on a report issued from researchers at the University of Tokyo that claims the likelihood of a strong (7+) Tokyo quake is greater than the government has maintained.

 

 

Major Tokyo quake more likely than government says: academics

(Reuters) - A major earthquake is far more likely to hit Tokyo in the next few years than the government predicts, researchers at the University of Tokyo said on Monday, warning companies and individuals to be prepared for such an event.

 

There is a 70 percent chance a magnitude 7 quake will jolt the southern part of the Tokyo metropolitan area in the next four years, the university's Earthquake Research Institute said.

A Different Kind Of Nuclear Fallout

The future of nuclear energy in Japan may be decided on a community-by-community basis.

 

Reuters is reporting today that Japan – which up until now has steadfastly insisted that nuclear energy would remain a major component of their electrical generating infrastructure – would consider shutting down all 54 of their nuclear power plants if local communities objected to their operation due to safety concerns.

 

Moving to fossil fuels – which must be imported – could add another 3 trillion yen ($30 billion U.S.) per year to that country’s energy costs.

 

As all Japanese nuclear plants must be shutdown at least once every 13 months for maintenance and inspection, currently only 19 of the nation’s nuclear power plants remain online, with the last of those due for its scheduled maintenance shutdown in April of 2012.

 

Although NISA has the authority to authorize the restarting of a nuclear plant, plant operators always go to local governments for their approval before bringing a nuclear reactor back online.

 

While a complete cessation of nuclear power production in Japan may sound like an unlikely outcome right now, how each community will decide on this issue is unknown.

 

The ultimate success or failure of bringing the Fukushima reactor crisis to a safe resolution will no doubt heavily influence their decisions.

 

Proving that there is more than one kind of fallout to take into account following a nuclear accident.

IAEA To Send Fact Finding Mission To Fukushima

The UN’s Atomic Energy Agency (IAEA) will dispatch an expert fact-finding mission to Japan on May 24th to  make a preliminary assessment of nuclear safety issues at the Fukushima Daiichi nuclear power plant following the March 11th earthquake and Tsunami.

IAEA Sends International Fact-finding Expert Mission to Japan

17 May 2011 | The International Atomic Energy Agency will dispatch an international expert fact-finding mission to Japan.

 

Based upon the agreement between the IAEA and the Government of Japan, the mission, comprising nearly 20 international and IAEA experts from a dozen countries, will visit Japan between 24 May and 2 June 2011. Under the leadership of Mr. Mike Weightman, HM Chief Inspector of Nuclear Installations of the United Kingdom, the mission will conduct fact-finding activities at Tokyo Electric Power Company's Fukushima Dai-ichi Nuclear Power Station (NPS) site and in other locations.

 

The expert mission will make a preliminary assessment of the safety issues linked with TEPCO's Fukushima Dai-ichi NPS accident following the Great East Japan Earthquake and Tsunami. During the mission, areas that need further exploration or assessment based on the IAEA safety standards will also be identified.

 

In the course of the IAEA mission, the international experts will become acquainted with the Japanese lessons learned from the accident and will share their experience and expertise in their fields of competence with the Japanese authorities.

 

Mr. Weightman will present the mission's report at the Ministerial Conference on Nuclear Safety organised by the IAEA in Vienna from 20 to 24 June 2011, as an important input in the process of reviewing and strengthening the global nuclear safety framework that will be launched by the Conference.

 

Updates on the situation at the damaged Fukushima facility are coming less frequently from the IAEA, with the last one issued on Friday May 13th.

Each day, however, seems to bring new revelations on the extent of the damage to the fuel rods at the damaged reactors and revised plans to rectify the crisis.

Japan Revises Plan to Bring Fukushima Reactors Under Control

Tokyo Electric will step up measures to prevent groundwater contamination at the stricken Fukushima nuclear-power plant amid worries that highly radioactive water is leaking from the core of at least one reactor.

 

Company officials say work will begin immediately to build a drainage system that will pump the water to a reprocessing facility where much of the radioactivity can be removed. It will then be re-circulated through the cooling system.

 

Recent data analysis concluded a meltdown of nuclear fuel likely occurred within a day of the March 11 earthquake and tsunami that devastated the region. The melted fuel is thought to have created holes allowing water to leak from the center of the reactor.

 

The work is one of the new measures in Tokyo Electric's plan for taking the Fukushima Daiichi plant from crisis to stability. Other measures will be visually apparent at the plant in the coming months.

That more than two months later the story continues to evolve regarding the hours and days immediately following the disaster should come as no great surprise.

 

As I wrote in The Fog Of Disaster Reporting, two days after the earthquake struck:

 

Early reports from the ground during any major disaster are usually fragmentary, often misleading, and occasionally just downright wrong.

 

Over the past 60 days, we’ve seen our share of `erroneous’ reports.

 

Obviously, it is important to learn exactly what happened at Fukushima, what responses were mounted, and what worked . . .  and what didn’t.

 

While one always hopes another disaster of this sort never happens, there are lessons to be learned here. Particularly from the things that did not work as planned.

 

Lessons that could save lives the next time the `unthinkable’ happens.

Japan: Hamaoka Nuclear Plant To Suspend Operations

Several days after a formal request by Japan’s Prime Minister Naoto Kan, Chubu Electric Power Company – the owner and operator of the Hamaoka Nuclear Plant – has agreed to suspend operations until new safety features can be implemented.

 

For years there have been concerns over the location of the Hamaoka facility, given that it was built in an area widely believed susceptible to (and overdue for) an 8+ magnitude earthquake.

Chubu Electric agrees to suspend Hamaoka

Chubu Electric Power Company has agreed to accept the Prime Minister's request to suspend the operations of two reactors at the Hamaoka nuclear power plant.

 

The utility decided to halt the operations of the Number 4 and 5 reactors in Shizuoka Prefecture at its board of directors meeting on Monday.

 

The Nagoya-based electric power company has discussed whether it can maintain stable power supplies after halting the reactors and whether it can procure enough fuel to operate its thermal power plants more efficiently.

Despite the nuclear crisis at the Fukushima facility, and the call to suspend operations at Hamaoka, Japanese officials over the weekend reiterated that country’s commitment to nuclear energy.

Today Prime Minister Kan of Japan is calling upon Chubu Electric to shut down its No. 4 and No. 5 reactors at the Hamaoka nuclear plant located roughly 200 km south-west of Tokyo.

TOKYO, May 6 (Reuters) - Japanese Prime Minister Naoto Kan said on Friday he will ask Chubu Electric Power Co to halt all operations at its Hamaoka nuclear plant in central Japan.

This move comes as Japan makes changes to their nuclear safety regulations in the wake of the ongoing Fukushima nuclear disaster.

 

Although reportedly engineered to withstand an 8.5 magnitude earthquake, the Hamaoka facility is located in an area that is susceptible to quakes of that size or greater, and that is considered `overdue’ for another.

 

 

I wrote briefly about the concerns over the Hamaoka facility on April 9th in a blog called Divining Japan’s Seismic Future.  An excerpt follows:

Somewhat presciently Dr. Mogi raises the issue of nuclear power plants located near the focal regions of shallow earthquakes in Japan, although he expresses greatest concern over the Hamaoka nuclear power plants that are located in the Tokai region.

 

 

Although there are five reactors at the Hamaoka facility, #1 & #2 were decommissioned in January of 2009 due to their age and the costs of upgrading.

 

Of the three remaining reactors, #3 has been shut down for maintenance since last November, and #4 & #5 are currently operating.

 

Reactor #3 was scheduled to be restarted later this summer, but after the Fukushima earthquake/tsunami crisis there have been renewed calls to shut down the facility.

There are currently more than 50 nuclear power reactors in Japan either in operation or under construction. 

 

Since Japan is located in a seismically active region of the world, many of these reactors are built in areas at risk of earthquakes and/or tsunamis.

 

While all of these reactors are built to withstand `reasonably worst case’ earthquake and tsunami scenarios, the events of last March 11th show that sometimes those parameters can be exceeded by a wide margin.

Fukushima: Brief Fire, 6.4 Aftershock & Severity Level To Be Raised

According to NHK World News Japan’s Nuclear Safety Agency today has decided to raise the severity level of the multiple crises at the Fukushima Nuclear facility from a 5 (on par with Three Mile Island) to a 7 – the same level assigned to the 1985 Chernobyl disaster.

 

It is still believed that the amount of radiation released at the Fukushima plant is less than what was released at Chernobyl, however.

 

This decision comes a month after the devastating 9.0 earthquake and tsunami that disabled and severely damaged at least 4 reactors at the Fukushima Daiichi facility.

 

An announcement will be made via a press conference to be held Tuesday morning (Japan Time).

Japan to raise Fukushima crisis level to worst

The Japanese government's nuclear safety agency has decided to raise the crisis level of the Fukushima Daiichi power plant accident from 5 to 7, the worst on the international scale.

The Nuclear and Industrial Safety Agency made the decision on Monday. It says the damaged facilities have been releasing a massive amount of radioactive substances, which are posing a threat to human health and the environment over a wide area.

In other news, a brief fire broke out at reactor # 4 a short time ago (around 6:30 am local time), but appears now to be extinguished.  The following report is from Reuters.

And another strong (6.4 Mag), very shallow (13.1 km) aftershock struck just after 8am local time,  77 km ESE of Tokyo.  No Tsunami warning was issued, and thus far there are no reports of fresh damage or injuries.

Japan: SEEDS Earthquake SITREP # 13

Often lost amid the international coverage of the ongoing nuclear crisis in Japan is the fact that one month after the devastating 9.0 earthquake and the ensuing tsunami that swept across the coastline of Honshu Japan, the situation for tens of thousands of survivors remains dire.

 

  • Hundreds of thousands have been displaced from their damaged homes or forced to evacuate due to radiation concerns from the damaged Fukushima Daiichi reactors. 

 

  • Hundreds of thousands more are still without electricity, running water, or means of employment. 

 

  • Tens of thousands are either dead or missing.

 

Scores of relief agencies are at work, doing what they can to alleviate the misery, but their efforts are limited by the immense scope of the disaster, continuing aftershocks, and radiation and safety concerns.

 

SEEDS Asia is a non-profit organization formed in Kobe, Japan after their earthquake in 1995, and they have published a series of Situation Reports (SITREPS) in the wake of the Tohoku earthquake that give us some sense of the scope of Japan’s disaster.

I. Overview

 

- 150,000 evacuees still in shelter

With the massive earthquake and the following tsunamis happened on 11 March 2011 (14:46 JST), the death toll is still raising and reached 13,013 today. The casualties and missing are expected to exceed 27,000, and after one month from the disaster, more than 14,000 are missing. According to the Ministry of Health, 82 children became orphaned in Iwate, Miyagi and Fukushima.

 

There are 150,000 evacuees still staying in evacuation shelters today. People near Fukushima Nuclear Power Plants continue evacuating to surrounding Prefectures and it is expected that the number will continue to increase. After a huge aftershock on 7 April, more than 430,000 households are out of electricity in the affected area.

 

First move to newly build temporary shelters started over the weekend (36 units in Rikuzen Takata, Iwate). Prime Minister Kan indicated plans to build total of 70,000 units in the affected area. Ministry of Land, Infrastructure, Transport and Tourism plans to build 30,000 units by mid May and other 30,000 units by mid August. Lack of land and building material is delaying the process.

Japan: 7.1 Mag Aftershock

Although data is still coming in, and the final magnitude may be adjusted, the JMA (Japan’s Meteorological Agency) is showing their latest aftershock as a 7.1 and have issued localized tsunami warnings and advisories.

 

NO PACIFIC WIDE TSUNAMI WARNING HAS BEEN ISSUED (see PTWC statement)

 

The USGS currently shows the magnitude of this quake considerably lower than does the JMA.

By either measure this is the strongest aftershock since last Thursday (see 7.4 Mag Aftershock Hits Japan).  Since the March 11th 9.0 earthquake more than 70 6.0+ aftershocks have been recorded.

 

Thus far, we’ve seen no reports of new damage from this latest quake.

Divining Japan’s Seismic Future

Although superstitions generally allow that bad things happen in threes – and Japan has already more than met that quota with a 9.0 earthquake, a massive tsunami, and a nuclear disaster over the past 30 days - there are concerns that another large earthquake, or perhaps a major volcanic eruption, could strike that disaster weary country.

 

While discussing such a possibility when the current crises are still unfolding seems a bit like piling on, history and science tells us that it isn’t a matter of if another seismic event will strike Japan . . .  it is just a matter of when.

 

 

This morning I received an email from Paul at Chen Qi alerting me to an article that appears in today’s (Apr 9th) International Business Times – a Hong Kong financial newspaper.

 

Japan warns of massive earthquake and volcanic explosion after the April 7 earthquake

 

You can follow the link and read the (short) article, but the gist of the story is that the massive March 11th earthquake and subsequent aftershocks may have increased the stress on adjacent fault lines and nearby volcanoes, increasing the risks of additional seismic events.

 

I’ve briefly looked for, but have not yet been able to find an announcement to this effect from the JMA (Japan Meteorological Agency). 

 

Whether the events of the past month increased the odds - or sped up the timetable - for another seismic event or not (and on that I offer no opinion), the future is nonetheless easy to predict.

 

Japan is located on the Pacific Ring Of Fire – and is a frequent host to both earthquakes and volcanic activity.

 

Future events are guaranteed.

There are 108 active volcanoes in Japan, and on average, they see about 15 volcanic events (including eruptions) every year.

Indeed, within 48 hours of the 9.0 earthquake on March 11th, the 1,421-meter Shinmoedake volcano erupted.  This particular volcano had been quiescent for 52 years, until this past January.

 

It isn’t known whether the two events are related.

 

The most widely anticipated seismic event is the Tokai Earthquake – expected to be an 8+ magnitude, and forecast to occur between the Bay of Suruga and Cape Omasezaki in Shizuoka Prefecture sometime in the near future.

Major earthquakes have occurred in this region every 100-150 years, with the most recent recorded in 1498, 1605, 1707 and 1854.  

 

That puts the Tokai region 157 years since their last major quake, and in the estimation of Dr Kiyoo Mogi – Japan’s leading seismologist – well overdue for another.   In 1969, Dr Mogi began warning that the Tokai area was particularly vulnerable, and today the area is monitored continually by the JMA.

 

These concerns are taken so seriously that the city of Nogoya has produced several pamphlets for school children on the prospects of a major quake.

For those with a desire to learn more about the Tokai earthquake prediction, Dr. Mogi produced a very readable paper for the Earth, Planets, Space Journal several years back.

 

Two grave issues concerning the expected Tokai Earthquake

Somewhat presciently Dr. Mogi raises the issue of nuclear power plants located near the focal regions of shallow earthquakes in Japan, although he expresses greatest concern over the Hamaoka nuclear power plants that are located in the Tokai region.

 

Of great concern also is the potential repeat of the great Kanto Earthquake of 1923, which devastated Tokyo, Yokohama, and the prefectures of Chiba, Kanagawa, and Shizuoka.

 

Although only a 7.9 on the Richter scale, the ensuing firestorm swept across densely populated cities claimed tens of thousands of lives.  Broken water mains, and debris, hampered attempts to fight the massive fires. 


The death toll was estimated in excess of 100,000 people, most of whom perished due to fire or asphyxiation.

 

Since 1960, September 1st is designated as Disaster Prevention Day, and is observed by nationwide disaster drills.  Historically, Tokyo sees a major earthquake about every 70 years.

 

Again, this region is feared `overdue’ for an earthquake.

While Japan will no doubt face serious seismic and volcanic events in the future, it would be folly to sit back and assume the next big natural disaster will strike there instead of somewhere else in the world.

Our planet’s crust is constantly in motion, and the next big quake could occur almost anywhere there are fault lines.   And that means that large parts of the United States, Canada, Europe, South America, and most of Asia are at risk.

 

Add to that the risks of severe storms, floods, and other natural hazards and the the only rational response is for families, businesses, and communities to be prepared to deal with a wide range of disaster scenarios.

 

At a bare minimum, every household should have a disaster plan, a good first aid kit (and the knowledge to use it), and emergency supplies to last a minimum of 72 hours during a disaster.

7.4 Mag Aftershock Hits Japan

 

UPDATE #2:  As of 1135 hrs 4/711 -  As often happens, the initial readings on earthquakes can bounce around a bit as more data comes in. 

Right now, the USGS is showing this as a 7.1 Magnitude with a depth of 49km

These numbers may well change again before they are finalized.

UPDATE #1: as of 1112hrs 4/7/11 -  The USGS has revised the depth of this earthquake to 25.6 km.

NHK World News is broadcasting live from Tokyo on the situation.

Scientists have been warning for a month that another 7+ aftershock could strike northern Japan, and a short time ago one did.

 

This aftershock registered as being 40 km deep, which is considerably deeper than the massive quake that struck on March 11th.

 

So far, we’ve received no word on damages.

Disaster Relief Updates From Japan

Largely overshadowed in the media coverage by the ongoing nuclear crises at Fukushima, the destruction, loss of life, and human misery from Japan’s earthquake and tsunami truly reaches monumental proportions.

 

Dozens of relief agencies are working to feverishly to reach the injured and isolated, feed and shelter evacuees, and reunite separated families.

 

A couple of relief organization updates this morning, that illustrate some of the work being done, and the progress being made.

 

From SEEDS Asia, out of Kobe, Japan expresses their mandate as: Enhance safety and sustainability of people and communities in the Asia Pacific region to cope with natural disasters and environmental problems.

 

They’ve released their 9th SITREP report, dated March 27th, which gives an excellent overview of the relief efforts going on in northern Japan.

Miyagi: Tsunami Advisory After 6.5 Magnitude Aftershock

The strongest aftershock in several days  struck off the east coast of Miyagi Prefecture  at 7:27 JST, on Monday Morning  (1827hrs EST Sunday).

 

While far less powerful than the earthquake of March 11th, a local Tsunami advisory has been issued by Japan’s Meteorological Agency.

 

They anticipate the quake might have generated of a series of waves less than 1 meter in height.

 

A destructive tsunami is not expected.

Fukushima: Radiation Levels Soar At Reactor # 2 ?

AP is now reporting that TEPCO officials are claiming the radiation readings reported earlier were `a mistake’ and `not credible’.  New measurements will be taken, according to this AP report:

This morning it is being widely reported that the latest readings from inside the reactor buildings, and the land and sea surrounding the Fukushima nuclear plant, continue to show rising levels of radiation.  

 

In one place in particular – in the basement of the turbine building connected to reactor #2, the levels are being characterized as `extreme’; 10-million-times greater than normal.

 

TEPCO officials, however, appear to be disputing some of these readings.  

Details are scant, but at least one Japanese news source  (hat tip Tokyoreporter on Twitter) is carrying a denial of the extreme radiation levels by  a TEPCO Vice President .

Radioactivity Soars at Japan Nuclear Plant

Japan says levels of radiation contamination in water inside part of the Fukushima nuclear power plant have increased sharply.  Workers at the plant spent the day Sunday on improvements to the water pumping system that is keeping the reactors cool.

 

The level of radioactive Iodine-134 in water in the basement of a turbine building adjoining the plant's Number-2 reactor spiked to more than 10 million times that of normal conditions.

 

At that level it is a thousands times more radioactive than water found in the neighboring Number-1 and -3 reactor buildings. It was in the Number-3 building on Thursday that two workers sustained heavy radiation contamination after standing in water without wearing boots.

 

Government officials and plant operators say they are not sure where the radioactive contamination is coming from.  But there is a possibility it is coming from the reactor core.

Tokyo Electric Power Company says it has detected radioactive materials 10-million-times normal levels in water at the No.2 reactor complex of the Fukushima Daiichi nuclear plant.

TEPCO says the radioactive materials include 2.9-billion becquerels of iodine-134, 13-million becquerels of iodine-131, and 2.3-million becquerels each for cesium 134 and 137.

These isotopes vary greatly in their persistence in the environment, with radioactive iodine 134 having a half-life of just 53 minutesiodine 131 with a half-life of 8 days, and cesium 137 with a half-life of 30 years.

 

The radioactive Iodines will decay relatively quickly, and should pose only a short-term threat (once the release ends), but isotopes such as cesium 137 decay far more slowly, and can persists for hundreds of years.

 

The measurement of becquerels is a reading of total radioactivity, but doesn’t convert easily to the dose of radiation  (sievert) that one would receive if exposed.

 

Since the `safe’ level of radioactivity in tap water in Japan is set at 300 becquerels per liter, and the water here is being measured in the billions of becquerels per milliliter . . .  suffice to say – if accurate - this is an extremely high level of radiation.

 

 

Meanwhile, NHK World News is reporting that radiation levels roughly 30 km from the stricken plant (outside of the evacuation radius) are rising as well.  These readings, you will notice, were taken last Wednesday.

High radiation detected 30 km from Fukushima plant

Radiation levels 40 percent higher than the yearly limit for the general public has been detected just over 30 kilometers from the Fukushima Daiichi power plant.

 

The Science Ministry says a reading of 1.4 millisieverts was taken on Wednesday morning in Namie Town northwest of the plant.

 

The government has not told residents outside the 30-kilometer radius of the plant to evacuate, or even to stay indoors.


Someone staying outdoors for 24-hours at that location would exceed the annual limit of one millisievert. The limit is based on a recommendation by the International Commission on Radiological Protection.

And lastly, we have this IAEA update indicating that attempts to remove water from the damaged reactor buildings are either underway, or planned.

According to the Japanese Prime Minister’s office, TEPCO has begun work to remove water that has accumulated in the turbine buildings at the Fukushima Daiichi nuclear power plant. Workers have started to remove water from the Unit 1 turbine building to its main condenser and are making preparations to do the same at Unit 2. (A main condenser’s function in a nuclear power plant is to condense and recover steam that passes through the turbine.) Work to remove water from the turbine buildings in Units 3 and 4 is currently under consideration.

 

Removal of water from the turbine buildings is an important step to continue power restoration to the plant.

 

The IAEA is seeking further updates from Japanese authorities on the progress of this process and will update as information becomes available.
