While we await a ruling from the National Science Advisory Board for Biosecurity (NSABB) over the publication of a pair of controversial research projects using the H5N1 virus, Declan Butler over at Nature.com has an excellent overview of the restrictions (and sometimes, lack thereof) on influenza researchers in laboratories around the world.
